Compliance Officer
Posted: 09/15/2024Under the supervision of the Equitable Business Opportunities Program Compliance Manager acts as an Office of Supplier Diversity (OSD) Compliance Officer to perform the following duties: 1. Perform compliance functions with a focus on implementing the Equitable Business Opportunities (EBO) Program and State and Local Disadvantaged Business Enterprise (SLDBE) program initiatives in accordance with the City of New Orleans’ requirements and all other applicable regulations, policies, and procedures. 2. Work cooperatively with other OSD staff, the Bureau of Purchasing, the Department of Finance, the Chief Administrative Office, and any other City personnel to ensure maximum effectiveness of the EBO program's mission, vision, and objectives 3. Act as the liaison between the OSD and City departments, agencies, boards, commissions, and corporations to ensure that EBO program goals are included in solicitations for contracts and procurements, to the maximum extent practical and feasible, to achieve overall annual goals. 4. Assists in the development and dissemination of EBO/SLDBE program information, including training, resources, and standard operating procedures for program administration. 5. Review the contract’s scope of work, estimates, elements of work, NAICS codes, and previous similar City contracts/procurements for construction, equipment, supplies, and services to establish DBE participation goals; review availability data and interfaces with project manager and procurement to evaluate and assess opportunities for DBE participation and goal setting. 6. Ensure that Invitations to Bid and RFPs/RFQs are available to certified SLDBEs and the SLDBE community in a timely manner. 7. Attend and participate in pre-bid conferences, project site tours, kick-off meetings, and other meetings/forums to address and explain applicable Contractor compliance requirements. 8. Review and analyze bids/proposals submitted to ensure compliance with participation goals or good faith efforts. 9. Proactively review and monitor contracts, project schedules, and subcontractor utilization schedules to identify potential problems meeting a DBE commitment. Throughout the life of the contract, tracks and monitors payments to DBEs, subcontractors, and suppliers to ensure prompt payment requirements and DBE participation commitments are met. 10. Conduct reviews of DBE reports, desk audits, and scheduled and unscheduled site audits of prime contract or sand DBE subcontractors to monitor compliance with all program and regulatory requirements. 11. Actively participate in outreach, training, and capacity-building activities with SLDBEs. Represent the OSD at outreach events and conduct internal and external presentations. 12. Work with the Director of the OSD and other OSD staff members to continually improve OSD programs, processes, policies, and procedures. 13. Stay current on all relevant federal, state, and local laws and regulations. 14. Performs other work-related duties as assigned.
